You do realize that that picture is a screenshot of what was a moving vehicle. All wheels look 'flat' when rolling.

When he said "flat" I assumed he knew the vehicle was moving and was referring to the width. For me what gives a clue that this may be an EV is looking at the right front wheel. It appears to have pretty darn narrow tires.

Looks like a spoked wheel with relatively low profile tires, but not ridiculously so. I'm going with Aviator Concept with or without a hybrid powertrain.
