How is VW able to count Suzuki? Is there not a rule in Japan that prevents this and keeps Japanese auto companies independent?

How is VW able to count Suzuki? Is there not a rule in Japan that prevents this and keeps Japanese auto companies independent?
They own 20%. As far as I am concerned, they can count Suzuki sales with their own.
